The Oklahoma Turnpike Authority (OTA) partnered with Olsson for the Turner Turnpike service plaza modernization project in Lincoln County, Oklahoma.
The project included two separate facilities in Chandler and Stroud. Eastbound traffic is serviced by a new single side, single access facility near milepost 170 in Chandler.
Westbound traffic is serviced by a new single side, single access facility in Stroud. The project included construction of new sites, including service plaza buildings, fueling areas, pavement, site improvements, parking, grading, drainage, access ramps, utilities, two bridges on adjacent county roads, and westbound mainline at the Stroud location.
Olsson provided civil engineering services for both sites. Tasks included preliminary engineering, survey, hydraulic analysis, environmental, geotechnical, roadway engineering, site civil engineering, hydraulics and hydrology, permitting, bridge design, bid phase services, site inspection, and final design.
We conducted an accurate boundary, alignment, and topographic survey to prepare right-of-way and construction plans. Our team determined right-of-way requirements and impacts to bridges; provided roadway geometries and typical sections for ramps and mainline paving; and conducted a constructability review. We conducted a Phase I Environmental Site Assessment for both sites, as well as a biological assessment. We reviewed the United States Fish and Wildlife Service (USFWS) Information, Planning, and Conservation system to determine if the project areas are within range of any threatened or endangered species.
Additionally, we coordinated and worked closely with the project team to verify that the sites function well and serve the needs of the traveling public and OTA.
The new Stroud facility is on the same property as the existing service plaza at milepost 42. The Chandler service plaza was constructed on a new site located approximately 3.1 miles east of the Chandler intersection on the Turner Turnpike. The service plaza sites include new service buildings, fueling bays, parking for cars and trucks, and an access drive. Site utilities include water, sanitary sewer, storm sewer, natural gas, electric, and communication.
Two existing bridges on the county roads over the turnpike (east of Stroud Plaza and west of Chandler Plaza) were reconstructed to provide vertical clearance for the improvements. The design for the new westbound mainline and existing eastbound mainline at Stroud account for future expansion, which includes an additional lane and wider shoulders.
