'Uniquely Qualified' Higher Education Expert Joins Olsson

Throughout a stellar career with the military and two Big Ten universities, T. Mark Miller, PE, has led multiple large operations responsible for billions of dollars in facilities infrastructure and assets.
Now Miller brings his professional experience to Olsson as a subject matter expert for the Facilities practice. He will assist higher education and institutional clients with solutions for facilities planning, design and construction/resource management.
Miller comes to Olsson from Penn State University, where he was senior assistant vice president for Facilities Management and Planning. Before Penn State, he held a similar role at the University of Nebraska. The retired lieutenant colonel with the U.S. Air Force also formerly served as chief of programs for Air Force Space Command.

In the military, Miller oversaw project planning and program validation, asset management, capital investment policy and guidance for 87 sites worldwide, including nine major Air Force installations and launch ranges at Cape Canaveral Air Force Station and Vandenberg Air Force Base. He directed facilities, infrastructure, utilities and construction investment operations in support of $38 billion in physical plant assets.
At Penn State, Miller managed a 1,500-member workforce responsible for nearly $9 billion in physical plant assets, including more than 2,000 facilities across 23 campuses. Leaders at the University of Nebraska named him the institution’s first systemwide vice president of facilities management, a position responsible for $4.3 billion in facilities at four campuses across the state.
Miller earned a bachelor’s degree in civil and architectural engineering from the University of Wyoming and a master’s degree in engineering management from the University of Nebraska-Lincoln. He also graduated from the Air Force Air University Squadron Officers School and Air Command and Staff College.
