Olsson Names Sarah Foster Water Practice Leader. Announces Scott Ingvoldstad New Leader of Western Region

Denver, Colorado (May 25, 2022) – Olsson, a nationally recognized engineering and design firm, announced today that Western Region Leader Sarah Foster has been named the firm’s new leader of its Water practice. The firm also announced the hiring of Scott Ingvoldstad to replace Foster overseeing the Western region, which consists of operations in Colorado and Arizona.
In her new role, Foster will oversee the growth strategy for Olsson’s Water Resources and Water/Wastewater teams, manage and develop staff and initiate strategic initiatives for the practice. She has extensive experience in water and wastewater treatment.
Foster has more than 20 years of project management and client service experience in Colorado and the Rocky Mountain area. She has extensive knowledge in the development of permit acquisition and regulatory compliance strategies, municipal engineering and land development.

Ingvoldstad joins Olsson after overseeing the Colorado and Wyoming operations for a global enterprise engineering and consulting firm. He also served as vice president of the firm’s water business in the Southwest district and was the executive managing director for Panasonic North America’s CityNOW program aimed at accelerating the pace at which municipalities plan for and adopt emerging technologies.
He has more than 20 years of leadership experience in the natural resource policy and engineering industries covering water, transportation, climate sustainability and resilience.

Ingvoldstad earned a bachelor’s degree in political science at Colorado College.
